The glands in your eyelids and the protective tissue that covers your eyes will produce secretions(a kind of discharge) that help protect your eyes while you sleep. These secretions will build up under your closed eyelids because little of it evaporates.

It sounds like your dog is quite sick most likely dehydrated. You really need to take your dog to the vets ASAP. While you arrange the appointment try and encourage your dog to drink some water, even if it means squirting some water into the mouth to provide a little more hydration. Vomiting can have many causes and only a vet will be able to properly diagnose him after an examination.

Our Cavie gets eye boogers in the morning. We use Earth Bath dog shampoo, which is organic, and she doesn't get the big eye stains she use to get. I highly recommend that.
