Stress on the plant causes peppers to grow hotter. Ideal conditions where the plant has little or no stressors (no competition, adequate water and light, no diseases or pests, etc.) would reduce the production of capsicum, a pepper plant's natural defense against mammalian predators.

If the variety is supposed to be "hot", the likely answer is that there was abundant rainfall or watering in the week to ten day period before they were picked. That tends to curb the "heat" noticeably. Conversely, if they ripen over a time of dry soil, they will be as hot as firecrackers.

Cayenne peppers are hot. Your pallet and tolerance will determine what is hot as each individual can tolerate different levels of heat. Cayenne is a very common way to spice up dishes in North American palate or you may have become more tolerant to the spice. Try a habanero or a ghost pepper if you want more heat. Otherwise enter a Tuff man competition.
