So if you are experiencing "static" on your television sound it is probably from an internal condition, inside the television itself. A qualified repair person could fix this, although it may cost more than the television is worth. Also, the slide-on wires to the speaker terminals could be dirty. These can be cleaned by an abrasive like scotch brite. Check all speaker connections if you can safely reach them with the television unplugged from power.

Before anyone can give a sensible answer to this question, whoever asked it should please log in and edit the question to explain what exactly what "noise" is being asking about. Noise in the street? Noisy hi-fi systems? Noisy reception in a radio? Picture noise in a television?
If your flat-panel TV has an analog tuner (which are being phased out), it CAN show static, but modern processing in tuners usually switches the picture to a blue or black screen when the signal to noise ratio of the received station gets too low.
There is not much scientific proof that it does. White noise is basically the noise one hears when the television shows static on the screen. Some individuals claim that it helps them relax, others say the opposite. In any case, white noise is not harmful as long as the volume is kept at a reasonable level. One can always try it out, and decide for oneself. Remember that everyone is different.
