Ice pick headache is a kind of neuritis. A nerve in that area has become inflamed and gives rise to these lightning bolts of pain which come without warning, are very acute and make you jump. In between jolts, that area of the scalp may be hypersensitive to even the lightest touch. Most common cause of all this is actually overlooked by most doctors: riding around in a car with your window open (especially with damp hair), or sleeping in a draft. Don't stress about it. Avoid drafts, especially try to keep hair dry and wear a cap, scarf, or whatever if you can.
You may have occipital neuralgia. For a diagnosis, a doctor needs to be consulted. Preferably a headache specialist who is best able to diagnose, treat and manage headache disorders.

There could be several reasons why a person is having stabbing pains in the head. It could be a migraine or even a sinus infection. Only a doctor can diagnose the cause.
