This could come about for a variety of reasons, including a misconfigured DNS server. More likely, though, is that a DNS server handling wikipedia.org's various subsites is temporarily down or overloaded, or a network problem is keeping one or more DNS servers from resolving the domain name to an IP address that points to an active server.
