The red in a sunburn is caused by the dilation (increase in diameter) of the capillaries (microscopic blood vessels) in the skin. The clinical term for this reddening is erythema. The same effect is seen when you blush. However in the sunburn's case the damage caused by the UV triggers the immune system to release chemicals such as histamine which triggers the painful sensation. If enough of the body is sunburned then an abnormal amount of blood will be stored in the skin. This lack of blood to the bodies interior can cause dehydration.
