What give Congress so much power is that they control the purse strings.
No- the President has no say whatsoever concerning Congressional salaries. Congress controls the purse-strings of the nation and sets all the salaries that are paid from the US treasury.
The president has federal agencies and the armed forces to enforce policies and laws. However Congress has the purse strings to fund this.

Unfortunately, many entities hold a nation's purse strings. Though the US Treasury is in partial control over physical aspects of currency and coins, The US Congress sets the laws for hundreds to thousands of Federal spending programs, including the military's pay and benefits. So it is more like everyone is fighting over those "purse strings".

Some believe that the 14th Amendment gives the President the power to raise it on his own. If he did, I'm sure it would go to the Supreme court and be overturned. The 22nd Amendment limits the power of the president. Additionally the House of Representatives controls the purse strings and ir requires the support of the full congress to enact legislation like that.
It can limit what the President can do because, for example, it has the power to declare war and to approve or deny funds.
