Georgia, though the question makes a common and an erroneous assumption.

It was founded, in part, to provide relief for England's poor and unemployed. "Prisoners" were not sent to the new colony, though some had been released from debtors' prison, and may have happened to be among those applying to be settlers in the new venture. Some of the settlers paid their passage and still others were charity colonists, whose passage was paid by religious or humanitarian groups, and indentured servants.
