Depends. You can wear navy slacks with a dark brown jacket if you have equally dark brown shoes and belt. For this combination, I would suggest a neutral shirt, i.e. plain white. I personally like to wear a simple light grey t-shirt under this combo for a casual look. For a dressier look, go with equally dark brown pants, shoes etc. and pair it with a navy blue dress shirt and simple brown tie (go with an interesting texture for the tie to add character).
