Mooring buoys can be any colour. Most mooring buoys are not required to have a particular color (unless the marina or harbor designates one for mooring buoys).
It depends on who has placed them, what country, etc... You will find that those placed by the US Coast Guard (or anybody following their direction) will mark mooring buoys blue and white.
