Horse races are started with a flag. They are started with a trumpet, usually. The Steward presses a button that opens the starting gates and that's when the race is commenced.
The minimum is one year old. You can't really start younger than that because the saddles and riders are too heavy for them. Plus they need time to grow into their long little legs.
