Fog is formed when warm air that contains water vapor, which is invisible, is cooled to a temperature, where the vapor condenses into tiny droplets, which are visible.

So, basically, you need conditions where warm air , rich with water vapor, is cooled. It can happen when it gets in contact with a cold water surface, another mass of air with different temperature, a cold land mass a.s.o.
