you should definatly remove and clean the carb. the float may be stuck and/or the main jet could be pluged if you dont know what that is the main jet is the one that the needle goes into also check that needle is not broken off and stuck in there {very rare but it can happen} the main jet is what allows the fuel into the carb one more thing that that probably isnt it but has happened to me before is make sure the vent to the tank is not pluged if it is fuel will only get to the carb for a very short time until the tank runs out air and creats a vacum lock then no more fuel to the carb until you open tank
