It seems that you have a short-circuit on your horn circuit. Check to see if the terminals of your horn are touching any part of the cars body. Also see if you can disconnect the horns, change the fuse again, if the fuse holds then replace the horn(s)
A possible problem could be you power wire is pinched somewhere causing it to touch a ground which will blow the fuse.

This is cluster failure! The instrument cluster will need to be replaced this is usually done by certified Mercedes repair facility
There could be several reasons why there is leaking in the gearbox of a Mercedes C240. One reason could be the wire connector. A mechanic will be able to find the problem.
Too much engine oil could be the problem.
Double check fuse #11 & 13 . Replace those and problem should go away.It worked for me
