Yes they may! And in some cases they may have jurisdiction in other countries ( with permission. ) to make an arrest. Although usually the State's patrol of the arrestee will make the arrest. Understand the CIA is more of an investigative branch, they do in depth studies of cases for the military and supply the intelligence for them. Along with other branches of the United States Government if needed. - Have experience working with the CIA.
