There were 40 countries involved in Gulf War 2. It has the public perception of being fewer, due to the absence of large countries like France, Germany, Russia and China. Additionally, Gulf War 2 did not have support of the US neighbors, Canada and Mexico. However, there were 40 countries involved. Since it started with the invasion of Kuwait I would have to say Iraq but if your looking at the coalition forces that drove Iraq out of Kuwait then it would be the U.N.
