Some countries in Europe tolerated corporal punishment ( physical, body inflicted such as whips, caning, etc) until quite recent times. If not actually abuse, this surely goes in that direction. It is horribly unjust, imaging a Traffic cop giving a suspect ( knuckle soup) for a parking offense! In most cases the punishment so overwhelms the ( crime) it is horribly out of focus.
