Obviosuly this is a opinion based question. But i will answer as truthfully as possible from all my knowledge(my dad was a Sniper):
Canadians have been known for there Sniping skills. A Canadian actually has the Longest Kill record.
Obviously Americans are known. Like the Marine Scout Sniper, and US Navy SEALs.

It all depends on your style of play, the Intervention is the only bolt action sniper or single shot sniper so if you like single shot snipers then the Intervention might be the best for you. If a person likes semi automatic snipers someone could argue one of the three other snipers are the best, like the 50 Cal.
