According to the Sierra Club Extreme Nature Knowledge cards, the answer is the Spinner Dolphin which regularly has 225 teeth and can have as many as 258.
The cards were purchased at the Science Museum in Minneapolis Minnesota, but are probably available on the Internet.
Technically the Whale Shark doesn't have teeth.
