America was actually without an army during the first half of 1784. The Continental Army was disbanded after the British evacuated in November 1783, following the ratification of the Treaty of Paris. On June 14, 1784 Congress created the US Army, but it had only 80 "artificers" and 2 officers to take care of the cannon and military supplies at West Point. It was enlarged over the next several decades but still numbered only about 2,000 by 1809.
Note: The continental army was reduced after the Newburgh conspiracy and economic concerns. Four officers from Newburgh, New York tried to raise an army of former Continental Soldiers to take control of the United States Government over non payment for their services during the revolution and afterwards. The Continental Navy was also disbanded because the government could not afford to maintain it. This happened even though France was funneling money into the fledgling nation hoping to keep an ally in North America. In the late 1770's the United States signed a treaty with Great Britain which insulted France. France was threatening to invade the country and making American shipping vulnerable to attacksfrom the French Navy. When the Constitution was signed it allowed the Federal Government to collect taxes and build up a strong military for defense of the country.

The modern Army has its roots in the Continental Army which was formed on June 14, 1775, before the establishment of the United States, to meet the demands of the American Revolutinary War. Congress created the United States Army on June 14, 1784 after the end of the war to replace the disbanded Continental Army. The Army considers itself to be descended from the Continental Army and thus dates its inception from the origins of that force.
