Cleopatra had no constituency. A constituency is a body of people who elect officials. Cleopatra was not elected. She was a queen--an authoritian monarch. The only things that she did to keep the people content and to promote herself was to put on elaborate festivals, public parades, and religious ceremonies. She did not have to do anything else.
