I believe Robin Hood had stole from the rich, and gave to the poor. He also hunted on the King's land, and killed the King's animals. He also didn't pay taxes to the King. This made the King angry with him, and so he was a wanted person.

In the earliest ballads about Robin Hood, dated before 1450, a King Edward visits Robin in Yorkshire and make him a yeoman. The only King Edward who was in Yorkshire before 1450 was Edward II, and the reason he was in Yorkshire in 1323 was to establish his rule over the county, because Thomas, Earl of Lancaster, had tried to overthrow him and had been defeated in 1322. All Thomas's men were declared outlaws, and there is reason to believe that Robin Hood had been fighting on Thomas's side. Then, of course, as an outlaw, Robin was also wanted for robbery. In general, that's the line I take in my novel The Robin Hood Chronicles.
