Kings were chosen for a few reasons. In a primitive society, it is easier to have a king and his descendents be leaders then to have people vote. Keep in mind that some civilizations didnt even have a form of writing and all of them didnt have a lightweight way to record a vote even if they could write. (It is not easy to Cary a thousand rocks hundreds of miles to a nations capital.) In some civilizations furthermore, Kings were believed to be chosen by God or the Gods, so people accepted their leadership. Effective civilizations generally need to have a leader that can make major decisions. Thousands of years ago, the easiest way to do this was to have a King.
