Well, the districts are kinda like countries. Each district is used for something and has a career. In Katniss's district, District 12, their career is coal mining, and Rue's district's career is Agriculture. Sorry if this didn't help.. They invented the hovercrafts, the high-speed trains and cargo trains.

They supply the Capitol with lumber and paper.

They create fabrics for the Capitol.

They provide grain to the Capitol and other districts.

They breed and raise healthy livestock for meat.
