Probably his agreement in the triumvirate with Antony and Lepidus in 43 BCE to kill off rich Romans to raise the money for an army to defeat the killers of Julius Caesar - Cassius, Brutus, Casca etc.

They each agreed to kill and pillage a set number of them and sieze their assets. As a mark of good faith, rather than killing each other's friends, each had to include a quota of his own friends in his list.

The real only bad thing he could be accused of doing was he was easily swayed by ambitious women. However this was only in his later life and it never affected his politics as it did with other emperors. But, as a young man, when he was striving for complete power he was quite cruel and cooly turned his back on those who could not advance him politically. He freely took part in the proscriptions, Cicero, his one time mentor, being one of his victims.

Some of Augustus' critics say that he trashed the republic and set up authoritian rule. However this is unfounded because the republic was already dead and had been since the time of Julius Caesar. Overall, he did nothing bad for Rome, in fact he improved, consolidated, reformed, and beautified the city. He ushered in the Golden Age of Rome and the Pax Romana.
