sometimes... usually poor Victorian families would have ONE pair of shoes which the whole family would wear E.G. they would take it in turns. If they did have a pair of their own shoes they would most probably home made.

Poor children worn and overshirt and no shoes. Rich children dressed just like the adults but in outfits made to fit children and they had leather shoes.
Its true school children need the same type of costumes. This is to avoid the difference between the rich and poor. The thing is that rich people tend to wear luxurious items to school!! This influences the poor children and they go trouble thier parents for costly items. To avoid this, all schools have a particular uniform. Rich peple and poor people have to wear the same uniforms and do things together. This ensures equality among the students.
