This act had the biggest affect on merchants, some of whom were very vocal about the taxes and lack of representation. The sugar act represented a significant change in policy; whereas previously colonial taxes had been levied to support British officials, the tax on sugar was enacted solely to refill parliament's empty treasury. Parliament enacted the Sugar Act (American Duties Act) in 1764 to both increase revenue and to maintain controls on the American colonies. It featured a tax on sugar which was half that of the Molasses Act of 1733, which expired in 1763.

It also taxed foreign goods from non-British sources, including some wines, coffee, pimiento, cambric and printed calico cloth, and twine. It also restricted trade in iron and lumber, stipulating that lumber from the colonies could only be sold to British interests.

After protests and difficulties in collecting the tax, it was repealed and replaced with a smaller tax under the Revenue Act of 1766.
