The parasympathetic nervous system (PSNS) is one of the two main divisions of the autonomic nervous system (ANS). The ANS is responsible for regulation of internal organs and glands, which occurs without conscious effort. The parasympathetic system includes the normal regulation of bodily functions, while the sympathetic system is concerned more with rapid reflexive and instinctive reactions.

A bit of an ambiguous question. The entire brain controls bodily functions. If you mean homeostasis, the control of the constant internal bodily environment (such as body temp, pH, amount of water in the blood, blood pressure, heart rate, etc,) then the hypothalamus controls this by acting on the pituitary gland to release various hormones that control homeostatic functions. Certain homeostatic functions such as heart rate, breathing rate are controlled directly through the autonomic nervous system and by the medulla. This is composed of the sympathetic (noradrenaline controlled) and parasypathetic (ACh controlled) nervous system.

SNS is usually excitatory, PSNS usually inhibitory. Other way around in the GI tract as you don't want to be digesting if you need to run away from a predator (fight and flight controlled by SNS + adrenaline, which acts at various receptors in the SNS).
