They "eat" at any time but almost always when it is dark at some time or other during the night, most commonly during the hour before sunrise local time. Remember a bedbug's food is human blood, and they need a human who is asleep to get their food.

They can detect the breath of anybody near them being asleep so that is when they will want to come out of their hiding place, which may be in the folds of the mattress, and crawl up to the person's body and on to it and then inject a tiny tube into the sleeping person's skin through which they very slowly suck out a tiny amount of his or her blood.

The completion of each meal will take each bedbug between 5 and 10 minutes, and in most cases the person will carry on sleeping while the bedbug is having its meal without realising the bedbug is feasting off him or her. The reason for that is each bedbug, before injecting the tiny tube into the person's skin, first injects a very effective anaesthetic into them. This makes it go numb there so the person thereafter feels nothing even when the bedbug next pierces the skin to insert the sucking tube into them with a very sharp point, and then starts to suck and goes on doing so for perhaps 5 or 10 minutes.

Only after the bedbug has "eaten" during the night will it then return to its hiding place and the anaesthetic wear off, and then the sleeper may feel a maddening itch where the bedbug has eaten and feel a need to scratch when the culprit is now safely back in its hiding place.

Bedbugs feed on blood usually of people. That is their only food. They crawl on to the body of the person at night, usually when he or she is asleep and it takes about 5 minutes for the bedbug to insert a tube pump out the blood and complete its meal. It will then return to its hiding place. Bedbug hiding places can be anywhere out of sight near where the person sleeps such as in the fold of a mattress, in the floorboards under the wall or in furniture near the bed. (Sorry the previous answer to this question saying bebugs live on peoples "dead skin" is wrong as that person was confusing bedbugs with dustmites).
