Originally there were 13 stars and 13 stripes, representing the 13 states. This increased to 15 stars and stripes, and was then changed to have one star for each state, but just 13 stripes for the original 13 states.
Unverified accounts have George Washington saying that the stars represent the heavens, the red stripes represent England, and the white stars represent liberty, and the separation from England.
