With the goggles to see the lasers, all you need is the fingerprint from the BAD Bistro to get into the satellite control center to the right of Toupee Terrace.
When you rescue the Third Spy, you get the Ultra-Vision goggles (which can see lasers). To rescue the Third Spy, you need the Grappling Bowtie from the Second Spy. (see related questions)
