I was just told by the Kansas Dept of Health and Environment that if a Birth Certificate is lost/stolen then you have to file a police report before they can "flag it." Then you can order another fora minimal fee and you don't have to physically go there to do so. But it could depend on the state as well.

If you were a citizen born abroad, you probably had a Report of US Citizen Born Abroad certificate and, for that, you can write the the Department of State.
If you have lost your original birth certificate, you will be instructed to go to the State Registration Office in the state where you were born, and request them to replace a lost birth certificate. Even though you will have been told you must visit that office in person,though it is a replace birth certificate it would still be the original certified copy. In order to obtain an original copy, you must turn in an application that includes your full name, you parents full names, which they assume that you possess them, the location of birth and the purpose of your search and you'll also need the date of birth. You must also bring or send them a copy of your legal identification that which should be updated and current.
Another View: (in the US) Due to the prevelance of identity theft I seriously doubt the part of the above answer that implies it can be done on-line is factual anywhere in the US. Moreover - copies of birth certificates may serve some purposes but for the most part, either the original government issued certificate is required or a "legal" copy of it. "Legal" meaning that it is issued by a government office and bears the official impressed seal of that office.
If you cannot find your birth certificate and you want a replacement, you should contact the Health Department of the city or state where you were born and request a replacement. You will have to pay a fee, and you may have to provide some other proof of identity. You will most likely receive a certified extract, rather than an image of the original certificate. If you do not need a certified copy, some states will provide an uncertified copy more easily. If you ask for an image of the original, you might be able to get that from some jurisdictions, but certainly not from all.
