Oh yes i have had this problem plenty of times. The thing that works most of the time for me is just tell your dog not to do it again. 40% of the time it works.

Immediately control the dog. Offer first aid while apologizing. Assure the victim the dog has had its shots. Tell the victim the dog has never done this before. Promise to keep the dog on a chain in future. Think about what lawyer you will need to use when you get the animal control complaint.
