That totally depends on your age and relationship levels. He may just be saying this because he wants something from you or needs consent for kisses and other types of intimate connections, if you guys are teens. If you guys are adults and have a long-lasting relationship and you TRULY feel that you love him, then you could say you love him too. Other than that, I have no idea what else you could say at the spur of the moment when you don't want to say "I love you" back. Just remember that saying "I love you" is not the same as actually having care/concern for another person. It could just be pure infatuation (a simple crush).
