You are probably talking about just under the bottom part of the mouth. There are many cats (usually black cats) that can have sparse hair that makes them look bald in that area and this usually can be in front of the ears by the head as well. Eating grass doesn't usually make a cats so-called lips bald. If in doubt always see your vet to be sure your cat is healthy.
