Because the people were citizens of their STATES, and the States made up the United States under the Articles of Confederation. The Federal government had very little impact on the people.
I think the biggest problem with the Articles of Confedertion were not working. The government was weak and getting weaker. States were in charge,The Congress could not force anyone to do what anyone to do what was needed for the country.
It is always an extra expense to run a war, especially at war at home, since it disrupts the economy. The Confederation had no real federal l government but had to depend on the separate colonies for money. Taxes were already a sore point and the colonies found it hard to levy and collect taxes. If they did not pay their allotted shares, they was little that the Congress could do.

I think your implying that this was when our goverment was under the article of confederation. The articles of confederation was a first constitution. It stated that the federal goverment was not supreme over the state goverment. The federal goverment could not force a tax on the state goverments but could request money from the states. Of course, none of the states agreed to pay taxes. The creators of the articles of confederation did not give the federal goverment the power to tax because taxation was the original reason the US wanted to seperate from Great Britian. They did not want to escape taxes in order to tax the American people again.

Articles of Confederation were inefficient. It's federal government was extremely weak, empowering the states. Congress was unable (realistically) to tax or to call an army. Shay's rebellion showed this.
