Generally wedding after 7 pm imply formal/cocktail attire. The little black dress would be appropriate and a nice suit to a tux for the men. Take your cues from the formality of the invitation and the location of the reception. If the invite is formal and the location is high end, dress formal. I always follow the rule that I would rather be overdressed and look great than underdressed.
Women= A nice, dark gown, some sparkles and med. high heels would be nice too
Men= A regular tuxedo, a flower matching the brides gown would be appropriate
Guests= Similar attire, less sparkles(if any) and less flowers

Yes, you can certainly wear the same dress for an an afternoon wedding and an evening reception. It may be more suitable to wear something a little more evening-appropriate, even if you're slightly overdressed for the wedding (rather than vice-versa).
