VPP stands for Voluntary Protection Program. This program was developed by Federal OSHA to give employers with good safety programs a chance to maintain and improve while working in cooperation with OSHA, rather than in an adversarial, enforcement relationship.
The program was adopted by the State Plan States, including California, where it is run by Cal OSHA, the California Occupational Safety and Health Agency.
