What does Establish justice mean in the constitution?

The Americans wanted to be ruled by laws, not soldiers and the king's descisions. The laws would apply to all the people.

In the preamble of the Constitution "establish justice" means that our government has a legal system which makes fair decisions to fix problems amongst its citizans.
