Well, it can depend on the relationship. Friends or lovers can wrap their arms around the other from behind. There's nothing wrong with a hug that is not in front, as long as you both know where your at in the relationship. In depth, it can mean what the person doing the action wants it to mean. For example, the person could just trying to be friendly or if the two people are dating, then a sign of affection, but at a closer attraction.
