On the description of a U.S. silver dollar, what does "burnished" mean?
If you check the definition of the word "burnish", it means to brighten by polishing. For the specific case of a coin, it's been made shiny by some mechanical form of polishing.
While burnishing may improve the appearance of a coin, the coin's surface is subject to damage in the process. The result is that its collector value is almost always reduced.

If the coins has a West Point mint mark it's on the reverse to the left of the eagles tail. Starting in 2001 all Silver Eagles are struck at West Point. Only proof and burnished coins bear the W mint mark.
To burnish metal is to polish it so that it shines. This is not something that coin collectors would do to a collectible coin, since some small part of the coin would be polished away by this process, and the objective of coin collecting is to keep the coin as close as possible to its original condition when minted. If you are not a coin collector, then burnishing a coin is irrelevant to its value.
