You can tell how far away the bad weather is by the number of stars inside the ring. Each star is said to represent 24 hours. So....1 star would mean foul weather will come withing 24 hours.
You can see a ring around the moon in Southern Illinois tonight(Dec. 1, 2009) but it is too foggy to see if there are any stars inside it. How ever, the weather forecast for us is rain turning to snow or sleet tomorrow afternoon so I'd say the moon ring predicted true for us.

Depending on the season, either snow or rain and the amount of the stars within the ring was the accumulation. The inches between the ring and the moon measured from earth obviously, is the amount of days when it will be here.
