A Liason officer is someone who is employed by a certain agency but works for a different agency to foster co-existence and friendly relationships between the two agencies.

Ex: Ziva was a Mossad agent who was assigned to NCIS as a special liason officer during the times of Jenny Shephard as the director of NCIS. She later became a full time NCIS Employee and a US Citizen.
