What does a little green tire light in motion mean and when it appears the car only runs up to 40mph?

[Edit]

Answer

This information can be found in your owner's manual. Don't have one, get one. Dealer or salvage yard is a source.

sounds more like a bad wheel speed sensor or speed ring on the axle.

Answer

I believe that this is your traction control, showing if its on or not.

Answer

That's right it's the traction control. Your tires are slipping on pavement, or rock, ice, etc... It just lets you know your wheels are slipping and that the traction control is on. I usually let up on the gas and it helps.

Answer

Or better yet,do what I do and turn the traction control off.
