"Minnow" is a pretty broad term, but generally, pregnant fish have a noticeably distended bellies, and some (particularly livebearers) have a dark spot below the base of the tail, near the anus.

You will need a good magnifying glass to see them but they are tiny globes of opaque gel that are stuck/attached to the fine strands of whatever material the fish were spawned in.

Neons do not get pregnant, as they lay eggs which are fertilised by the male fish. Female neons that are ready to lay eggs will be a lot fatter than the other neons.
