As far as I know a 'sugar skull' is a skull made of sugar, chocolate or candy, and decorated in a joyus, almost happy, style for the Mexican day of the dead celebration. I think that this answer is right. I have a friend that has a sugar skull tattoo and she got it to honor her mother's memory. So I guess it's serves the same purpose as the sugar skull, just more permanent.
From my understanding the symbolism of a sugar skull is rooted in the decoration around the eyes. Flowers are meant to symbolize life while cob webs symbolize death. Burning candels set inside the eyes are a sign of rememberance. These items can also be used in combination to personalize the main focus of the skull as well.
