Cannot give full answer, but basically means racing at 85+MPH. Carries a tougher penalty than just excessive speed due to the increased danger from racing.

Consequences...........Loose your license, maybe the car will be impounded, so you cannot drive it, and the fine will be huge, in order to impress you with how stupid you were. In some States, STREET RACERS go to jail for 4 months, as well.
