At its most basic level, just the electrons that can be coaxed from their positions in the valence bands of atoms. Some of the measurements we make are things like energy potential (voltage), charge flow (current) and resistance to the flow of charges. Then there is the math we can do with this information: power equations, phase difference between capacitance and inductance, "tuning" a circuit for power, node equations, heat dissipation, Norton and Thevanin equivalence, scads of calculus... Then there is the chemistry of batteries, whether a material makes a good conductor or insulator, or semiconductor (a whole different animal), the effect of current on biological stratum and vice-versa (bioelectronics)... and the really cool stuff when you get into plasmas where all the electrons get stripped from the atoms (oops, now I'm salivating again)...
