In Egyptian hieroglyphics, it is a group of symbols which represent a person's name. To a firearms collector, it is a military inspectors stamp on the stock of a gun.
I believe that is has something to do with Egyptian hieroglyphics. It was an oval shaped figure that was used to contain the names of royalty in ancient Egypt.

The symbol today known as a "cartouche" (the French word for a paper cartridge used to load 18th century muskets, because it reminded French troops of that object) was originally the hieroglyph Sn (shen), a circle of rope with a line across the bottom standing for eternal protection.

The Egyptian word for a cartouche was Snw (shenu), meaning "encircled" - it encircled the name of a royal person, to protect the name and give it eternal value. In order to allow space for a royal name and often royal titles, the circular shape was elongated into an oval with straight sides, still with a horizontal line at the base.

Only royal names and titles were written inside a cartouche; in the Late Period even the Roman Emperors would have their names recorded in this way.
