King Herod was a leader chosen of God, and it is recorded in verse 16 of this chapter that he slew all the young children in the Bethlehem district to revenge himself on the wise men. So we may say that this leadership 'should be' as it was ordained by God; but on a human level we would say that Herod, being such a murderer, should never have been a leader!
Apart from this I can see no advice or reference to leadership in Matthew 2, apart from the fact that God preserved the greatest leader of them all, Jesus Christ, by warning his parents to flee to Egypt away from Herod.
